Scoffield to take on ‘convoluted, archaic and often distorted tax system’ as founding CEO of  Canadian Tax Observatory

After spending some time in the private sector and decades covering economics as a columnist and journalist, Heather Scoffield this week becomes Founding CEO of a new Ottawa-based think tank. The Canadian Tax Observatory will undertake research and public education on tax policy. The independent think tank will undertake a six-month tour, building alliances across the country and abroad. There is no set curriculum, yet, but central to it will be the premise that the tax system can be leveraged to both further economic growth and combat inequality. 

In a Substack post Scoffield shares that “our convoluted, archaic and often distorted tax system affects each and every one of us, daily, compounding slow economic growth, inequality and uncertain prospects for young people.” 

She says that’s why she has decided to join, lead and build the Canadian Tax Observatory.

“By digging deep into the data around income, wealth inequality, real estate, inheritance, investment, boutique tax incentives, tax evasion, deficits, debt, income distribution and prosperity, we aim to drive a nuanced, national discussion about what kind of economy we want in Canada—and how to pay for it in an equitable way.”
