Ottawa-Gatineau Is the Right Home for Canada’s Defence, Security and Resilience Bank

Ottawa Mayor Mark Sutcliffe and Gatineau Mayor Maude Marquis-Bissonnette are calling for the proposed Defence, Security and Resilience Bank (DSRB) to be headquartered in Ottawa-Gatineau. The move is critical to national security and global defence leadership, they write in an op-ed. The appeal comes amid warnings, echoed by Mark Carney, that a shifting global order requires Canada to strengthen domestic capacity while deepening international partnerships. The National Capital Region offers proximity to defence decision-makers, financial regulators, and diplomatic networks, making it uniquely suited to host the first-of-its-kind institution, Sutcliffe and Marquis-Bissonnette write. Putting the DSRB outside Canada’s capital would undermine its effectiveness, they say, urging the federal government to act decisively in placing it at the centre of Canada’s defence and policy infrastructure.
