A new critical minerals strategy for Canada: From lists to leverage

Canada should overhaul its 2022 Critical Minerals Strategy, which was designed for a world before mineral security became a major economic and national-security concern, says Heather Exner-Pirot, Special Advisor, Economic Transition at the Business Council of Canada. The proposed approach would prioritize attracting private investment, improving tax and regulatory competitiveness, expanding production and exports and strengthening Canada’s position in global supply chains rather than relying primarily on state intervention. For defence-critical minerals, Exner-Pirot says a more targeted approach is needed by reducing supply-chain risks through measures such as stockpiles, procurement agreements, financing and infrastructure support, while maintaining an industry-led, government-enabled model.
