A Golden Opportunity for Canada

In an op-ed praising Budget 2025’s new International Talent Attraction Strategy and Action Plan, former Governor General David Johnston and co-authors called the $1.7-billion initiative to recruit more than 1,000 foreign researchers “a bold step” that will “help advance Canada’s competitiveness and contribute to the economy of the future.” They cautioned, however, that “the devil will be in the details,” warning that without higher research funding and an effective recruitment process, “Canada will miss a once-in-a-generation opportunity” to secure and retain world-class scientific talent.
