SPG set to lead widespread procurement reform

A new report scheduled for release in January 2026 will outline recommendations to modernize how Canadian governments buy goods and services. The report comes from the newly launched Smart Procurement Group (SPG), an initiative by Compass Rose Group aimed at advancing procurement reform in the Government of Canada and sharing best practices nationwide.
The Smart Procurement Group Report will include “actionable recommendations related to procurement processes, policies, programs, contracting terms and conditions, structures, and governance,” a press release said. It will also address inclusion and agility in procurement and examine improvements to programs such as Indigenous Participation and the Canadian Collaborative Procurement Initiative.
Led by Kelly Hutchinson, Digital Government and Procurement Practice Lead, the SPG brings together leaders from technology, policy, and public service to explore practical reforms.
“From small and medium businesses nationwide to Canadian and foreign multinational service providers, most organizations face many of the same roadblocks when working with the government,” Hutchinson said. “This is why we created the SPG — to help clients tackle common challenges and propose practical changes where it matters most: procurement policy, service standards, and structures that enable faster, better, more secure delivery of services to Canadians.”
